SAN ANTONIO – Floodgate, a 17-story mixed-use tower at 143 E. Commerce St., has topped out.
Upper floors will house 63 apartment units.
Lower levels will have outdoor dining and a two-level restaurant.
Floodgate opens in spring 2023.
