SAN ANTONIO – Pedcor Development is building Crosswinds Apartment Homes, a 312-unit affordable apartment complex at 4000 N. Loop 1604 E.
The property will have one- to three-bedroom units reserved for renters earning 60 percent or less of the area median income.
Construction begins in February and will be complete by spring 2024.
